1. Toy EN71 certification introduction


  Toy EN71 certification is the EU market's normative standard for toy products, and its meaning is to pass the EN71 certification standard to technical specifications for toy products entering the European market, thereby reducing or avoiding toys' harm to children.

3. The scope of toy EN71 certification products


The   Toy Directive applies to any product or material designed or intended for children under the age of 14 to play. If it is electrified, the power supply voltage cannot exceed 24V.


 


4. Toy EN71 certification technical information


  If toy products are legally sold in the EU, they must comply with the requirements of the Toy Directive 88/378/EEC and be marked with the CE mark. The toy general standard EN71 test certification includes the following tests:


  ——EN71 Part 1 Physical and Mechanical mechanical and physical performance test.


  ——EN71 Part 2 Flammalility test flammability test.

  ▲Electric toy safety test EN50088; this standard includes all electric toys, but also applies to electrical construction sets (Electric Construction Sets), electrical functional toys (Electric Functional Toys), or electrical test devices (Experimental Sets). However, transformers and chargers that are used in conjunction with toys cannot be used as toys, and corresponding electrical safety standards must be used. The main inspection contents of EN50088 include: signs and instructions, input power, temperature rise and abnormal operation, electrical strength, mechanical strength, structure, wires, screws and components, creepage distance and electrical clearance, fire resistance, heat resistance, toxic and similar Hazards, etc.


 


1. Introduction to EN71 toy certification


Children's products: consumer products designed and produced for children 12 years of age or younger, including but not limited to children's toys and children's care products.


Children's toys: consumer products designed and produced for children 12 years of age or younger to use when playing.


Child care products: consumer products designed and produced for children 3 years of age or younger to assist children in sleeping, feeding, or to help children suck or teeth.


Toys that can be put in the mouth: refers to a toy that can be sucked or chewed in the mouth by a child. If it can only be licked with the tongue, it is not considered to be able to be put in the mouth. If the size of the toy or part of the toy is less than 5 cm, the toy is deemed to be put in the mouth.


More than 70% of toys sold in the international export toy market come from China. The United States is the world's largest importer of toys, followed by Germany, Japan, the United Kingdom, France, Canada and Italy.


  As a big country in toy production and sales, the quality of toys is directly related to the physical and mental health of children, and in the increasingly fierce competition in the international toy market, it directly affects the smooth flow of domestic and foreign toy markets in my country. Therefore, "toy safety" has become an international focus topic. Countries and corresponding organizations have introduced their own toy standards, and the content is constantly updated every year, such as the mandatory standard GB 6675-2003 "Technical Specification for Toy Safety", EU toy safety standard EN71, American toy safety standard ASTMF963, American consumer product safety improvement law CPSIA, Japanese toy safety standard ST2002, etc.


Many toy companies in our country do not understand toy standards and cannot organize production in accordance with the standards, resulting in low product quality that does not meet toy export requirements. In particular, toys have poor safety performance. As a result, they have been detained, destroyed, and recalled continuously, not only directly causing personal injury to children, but also causing huge waste of human, material, and financial resources. Therefore, domestic toy companies must attach great importance to the management of toy safety standards, accurately understand the toy safety standards of various countries, and take precautions to ensure the improvement of product safety and quality.


 


2. EN71 toy certification test items


1. Material quality


Toys are made of new or reprocessed materials. If reprocessed materials are used, they must be refined so that their hazardous substance content meets the requirements of 1.3.1.


 


2. Flammability


The non-textile (excluding paper) materials used in toys cannot be flammable. The above-mentioned flammable definition is in accordance with the Federal Hazardous Substances Regulations (FHSA) 16CFR 1500.3(C)(6)(VI). For testing purposes, any textile used in toys should meet the requirements of 16CFR 1610. The test procedure for the flammability of toys, that is, the description of 16CFR 1500.44, is in Appendix A5.


 


3. Toxicity


Toxic substances-toys or materials used in toys must comply with FHSA and relevant regulations promulgated by FHSA. 16 CFR 1500.85 lists certain types of toys that are not regulated by FHSA. The above-mentioned relevant regulations set limits for toxic, corrosive, irritating, sensitizing, pressure-generating, radioactive, flammable and combustible substances. 4. Restrictions on lead content: Lead in surface coating materials: Starting from August 14, 2009, 16CFR 1303  will be reduced from 600ppm to 90ppm.
